Senate amendments to H.R. 3547

Appropriations

A bill to extend Government liability, subject to appropriation, for certain third-party claims arising from commercial space launches.

                       The Committee granted, by record vote of 9-4, a rule that provides for the consideration of the Senate amendments to H.R. 3547.  The rule makes in order a single motion offered by the chair of the Committee on Appropriations or his designee that the House concur in the Senate amendment to the title and concur in the Senate amendment to the text with an amendment inserting the text of Rules Committee Print 113-32 in lieu of the matter proposed to be inserted by the Senate. The rule waives all points of order against consideration of the motion and provides that it shall not be subject to a demand for division of the question.  The rule provides that the Senate amendments and the motion shall be considered as read.  The rule provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.

            In Section 2, the rule provides that upon adoption of the motion specified in section 1, H. Con. Res. 74 (enrollment correction to the title) shall be considered as adopted.  

            In Section 3, the rule provides that the chair of the Committee on Appropriations may insert in the Congressional Record not later than January 16, 2014, such material as he may deem explanatory of the Senate amendments and the motionspecified in section 1.

            In Section 4, the rule provides that on any legislative day during the period from January 17, 2014, through January 24, 2014: the Journal of the proceedings of the previous day shall be considered as approved; and the Chair may at any time declare the House adjourned to meet at a date and time to be announced by the Chair in declaring the adjournment.  

            In Section 5, the rule provides that the Speaker may appoint Members to perform the duties of the Chair for the duration of the period addressed by section 4.
