Reducing Regulatory Burdens Act of 2015 (Zika Vector Control Act)

          The Committee granted, by voice vote, a rule that provides for the consideration of the Senate amendment to H.R. 2576.  The rule makes in order a motion offered by the chair of the Committee on Energy and Commerce or his designee that the House concur in the Senate amendment to H.R. 2576 with an amendment inserting the text of Rules Committee Print 114-54, modified by the amendment printed in the Rules Committee report, in lieu of the matter proposed to be inserted by the Senate.  The rule waives all points of order against consideration of the motion and provides that the motion is not subject to a demand for division of the question.  The rule provides that the Senate amendment and the motion shall be considered as read.  The rule provides one hour of debate on the motion equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce.

Additionally, the Committee granted a closed rule for H.R. 897.  The rule provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Transportation and Infrastructure.  The rule waives all points of order against consideration of the bill.  The rule provides that an amendment in the nature of a substitute consisting of the text of Rules Committee Print 114-53 shall be considered as adopted and the bill, as amended, shall be considered as read.  The rule waives all points of order against provisions in the bill, as amended.  The rule provides one motion to recommit with or without instructions.

Energy and Water Development and Related Agencies Appropriations Act, 2017

The Committee granted, by voice vote, a modified-open rule for H.R. 5055.  The rule provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.  The rule waives all points of order against consideration of the bill.  The rule waives points of order against provisions in the bill for failure to comply with clause 2 of rule XXI.  The rule provides that after general debate the bill shall be considered for amendment under the five-minute rule except that: 1) amendments shall be debatable for 10 minutes equally divided and controlled by the proponent and an opponent; and 2) no pro forma amendments shall be in order except that the chair and ranking minority member of the Committee on Appropriations or their respective designees may offer up to 10 pro forma amendments each at any point for the purpose of debate.  The rule authorizes the Chair to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record.  The rule provides one motion to recommit with or without instructions.

In section 2, the rule provides that section 508 of H.R. 5055 shall be considered to be a
spending reduction account for purposes of section 3(d) of House Resolution 5.

In section 3, the rule provides that during consideration of H.R. 5055, section 3304 of Senate Concurrent Resolution 11 shall not apply.
