Comprehensive Addiction and Recovery Act of 2016

          The Committee granted, by voice vote, a closed rule for S. 524.  The rule provides one hour of debate equally divided among and controlled by the chairs and ranking minority members of the Committee on Energy and Commerce and the Committee on the Judiciary.  The rule waives all points of order against consideration of the bill.  The rule provides that the amendment in the nature of a substitute consisting of the respective texts of the bills specified in the resolution shall be considered as adopted, and the bill, as amended, shall be considered as read.  The rule waives all points of order against provisions in the bill, as amended.  The rule provides one motion to commit with or without instructions.

Additionally, the rule directs the Clerk to, in forming the amendment in the nature of a substitute, assign appropriate designations, conform cross-references and provisions for short titles, and authorizes the Clerk to make technical and conforming changes.

The rule provides that upon passage of S. 524, the title of such bill is amended as specified in the resolution.

Finally, the rule provides that if S. 524 is passed, then it shall be in order for the chair of the Committee on Energy and Commerce or his designee to move that the House insist on its amendments to S. 524 and request a conference with the Senate thereon.
