Personal Responsibility, Work, and Family Promotion Act of 2002

The Committee granted, by a record vote of 8 to 4, a modified closed rule providing two hours of debate in the House, with 50 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means, 40 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Education and the Workforce, and 30 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Energy and Commerce. The rule waives all points of order against consideration of the bill. The rule makes in order the amendment printed in the Rules Committee report accompanying the resolution, if offered by Representative Cardin of Maryland or his designee, which shall be considered as read, and shall be separately debatable for one hour equally divided and controlled by the proponent and an opponent. The rule waives all points of order against the amendment printed in the report. Finally, the rule provides one motion to recommit with or without instructions.
