Pro-Growth Budgeting Act of 2011

The Committee granted, by voice vote, a structured rule for H.R. 3578 and provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Budget.  The rule waives all points of order against consideration of the bill.  The rule provides that the amendment in the nature of a substitute consisting of the text of the Rules Committee Print dated January 25, 2012, shall be considered as adopted, and provides that the bill, as amended, shall be considered as read.  The rule waives all points of order against provisions in the bill, as amended.  The rule makes in order the amendment to H.R. 3578 printed in Part A of the Rules Committee report accompanying the resolution if offered by Representative Jackson Lee or her designee.  The amendment shall be considered as read, shall be debatable for 10 minutes equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question.  The rule waives all point of order against the amendment printed in Part A of the Rules Committee report.

The resolution further provides for consideration of H.R. 3582 under a structured rule.  The rule provides one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on the Budget.  The rule waives all points of order against consideration of the bill.  The rule makes in order as original text for purposes of amendment the amendment in the nature of a substitute consisting of the text of the Rules Committee Print dated January 25, 2012, and provides that the amendment in the nature of a substitute shall be considered as read.  The rule waives all points of order against the amendment in the nature of a substitute.  The rule makes in order only those amendments to H.R. 3582 printed in Part B of the Rules Committee report accompanying the resolution.  Each such amendment may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question.  The rule waives all points of order against the amendments printed in Part B of the Rules Committee report.  Finally the rule provides one motion to recommit with or without instructions.

FAA Modernization & Reform Act of 2012 (CONFERENCE REPORT)

The Committee granted, by voice vote, a rule waiving all points of order against the conference report and against its consideration.  The rule provides that the conference report shall be considered as read.  The rule provides that the previous question shall be considered as ordered without intervention of any motion except one hour of debate and one motion to recommit if applicable.  Debate on the conference report is divided pursuant to clause 8(d) of rule XXII.
