Cyber Security Research and Development Act

The Committee granted, by voice vote, an open rule providing one hour of general debate equally divided and controlled by the chairman and ranking minority member of the Committee on Science. The rule waives clause 4(a) of rule XIII (requiring a three-day layover of committee reports) against consideration of the bill. The rule authorizes the Chairman of the Committee of the Whole to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record. Finally, the rule provides one motion to recommit with or without instructions.

H. Res. 342 Rules Providing for the Consideration of Motions to Suspend the Rules

The Committee granted, by voice vote, a rule providing that certain suspensions will be in order at any time on the legislative day of Wednesday, February 6, 2002: (1) The concurrent resolution (H. Con. Res. 312) expressing the sense of the House of Representatives that the scheduled tax relief provided for by the Economic Growth and Tax Relief Reconciliation Act of 2001 passed by a bipartisan majority in Congress should not be suspended or repealed; (2) The joint resolution (H.J. Res. 82) recognizing the 91st birthday of Ronald Reagan; (3) The resolution (H. Res. 340) recognizing and honoring Jack Shea, Olympic gold medalist in speed skating, for his many contributions to the Nation and to his community throughout his life.
