Department of Homeland Security Appropriations Act, 2012

            The Committee granted, by record vote of 9 to 3, an open rule providing one hour of general debate equally divided and controlled between the chair and ranking minority member of the Committee on Appropriations.  The rule waives all points of order against consideration of the bill.  The rule waives points of order against provisions in the bill for failure to comply with clause 2 of rule XXI except for section 536.  Under the Rules of the House the bill shall be read for amendment by paragraph.  The rule provides that the bill shall be considered for amendment under the five-minute rule.  The rule authorizes the Chair to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record.  The rule provides one motion to recommit with or without instructions.  The rule provides that H. Con. Res. 34, including the related 302(a) allocations printed in the Rules Committee report accompanying the resolution, shall have force and effect until a conference report on the concurrent resolution on the budget for fiscal year 2012 is adopted.
