H.R. 1538     Armed Services, Veterans’ Affairs        Wounded Warrior Assistance Act of 2007

 The Committee granted, by a voice vote, a structured rule.  The rule provides one hour and twenty minutes of general debate, with one hour equally divided and controlled by the Chairman and Ranking Minority Member of the Committee on Armed Services and twenty minutes equally divided and controlled by the Chairman and Ranking Minority Member of the Committee on Veterans’ Affairs.  The rule waives all points of order against consideration of the bill except those arising under clauses 9 and 10 of Rule XXI.  The rule provides that the amendment in the nature of a substitute recommended by the Committee on Armed Services shall be considered as an original bill for the purpose of amendment and shall be considered as read.

The rule makes in order only those amendments printed in the Rules Committee report accompanying the resolution.  The rule provides that the amendments made in order  Anchoray be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question in the House or in the Committee of the Whole.  The rule waives all points of order against the amendments printed in the report except for those arising under clauses 9 and 10 of Rule XXI.  The rule provides one motion to recommit with or without instructions.

H. Con. Res. 99    Budget    Concurrent resolution on the budget for fiscal year 2008

The Committee granted, by a vote of 9 to 3, a structured rule.  The rule provides four hours of general debate, with three hours to be equally divided and controlled by the Chairman and Ranking Minority Member of the Committee on the Budget and one hour on the subject of economic goals and policies equally divided and controlled by Representative Maloney of New York and Representative Saxton of New Jersey or their designees. The rule waives all points of order against consideration of the concurrent resolution. The Rule provides that the concurrent resolution shall be considered for amendment under the five-minute rule and shall be considered as read.

The rule makes in order only those amendments printed in the Rules Committee report accompanying the resolution. The rule provides that the amendments made in order may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by the proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question in the House or in the Committee of the Whole. The rule permits the Chairman of the Budget Committee to offer amendments in the House to achieve mathematical consistency. The rule provides that the concurrent resolution shall not be subject to a demand for division of the question of its adoption.
