Adoption of the Oversight Plan of the Committee on Rules for the 112th Congress

Emergency Measure

H.R. 1 – Department of Defense Appropriations Act, 2011 and Full Year Continuing Appropriations Act, 2011

            The Committee granted, by a vote of 8 to4, a modified open rule providing one hour of general debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations.  The rule waives all points of order against consideration of the bill.  The rule provides that all points of order against provisions in the bill are waived. 

The rule makes in order only those amendments received for printing in the Congressional Record dated at least one day before the day of consideration of the amendment (but no later than February 15, 2011).  The rule provides that each amendment submitted for printing in the Congressional Record may be offered only by the Member who submitted it for printing or their designee, and that each such amendment shall be considered as read.  The rule provides one motion to recommit with or without instructions.

The rule provides that during consideration of the bill, clause 2(f) of rule XXI shall not apply to amendments addressing objects within more than one suballocation made by the Committee on Appropriations under section 302(b) of the Congressional Budget Act of 1974.

The rule waives clause 6(a) of Rule XIII, requiring a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House, against a rule relating to H.R. 1, on or before the legislative date of Thursday, February 17, 2011.

The Committee also adopted, by a non-record vote, its oversight plan for the 112th  Congress, and authorized its transmission to the Committee on Oversight and Government Reform and the Committee on House Administration.
