H. Con. Res. 353 the Budget Concurrent Resolution on the Budget for Fiscal Year 2003

The Committee granted, by voice vote, a closed rule providing three hours of general debate, with two hours confined to the congressional budget equally divided and controlled by the chairman and ranking minority member of the Committee on the Budget, and one hour on the subject of economic goals and policies equally divided and controlled by Representative Saxton of New Jersey and Representative Stark of California or their designees. The rule waives all points of order against consideration of the concurrent resolution. The rule provides that the amendment in the nature of a substitute printed in the report of the Committee on Rules shall be considered as adopted in the House and in the Committee of the Whole. The rule permits the chairman of the Budget Committee to offer amendments in the House to achieve mathematical consistency. Finally, the rule provides that the concurrent resolution shall not be subject to a demand for division of the question of its adoption.

H.R. 3924 Government Reform Freedom to Telecommute Act of 2002

The Committee granted, by voice vote, an open rule providing one hour of general debate equally divided and controlled by the chairman and ranking minority member of the Committee on Government Reform. The rule allows the chairman of the Committee of the Whole to accord priority in recognition to those members who have pre-printed their amendments in the Congressional Record. Finally, the rule provides one motion to recommit with or without instructions.
